PBA Controversy: Why did Ginebra's Joe Devance avoid a suspension?

After a referee just got a positive result and then a negative one, commissioner Willie Marcial immediately told the media that he has informed the people inside the PBA bubble that this is a wake-up call for them. That they should not be too relaxed. That even if they are on a bubble, they should still follow the protocols.

He even told the media that he is personally policing the people inside the bubble already with what happened.

Then, why was Joe Devance simply warned when he made a close encounter with a clout of fans, probably Ginebra believers, even removing his mask?

Even though their situation just got a false-test with the referee, the commissioner will actually let go of what Joe did.

Even if we just saw Mr. Marcial send home a referee for making a mistake, he will actually provide the lowest possible sanction to a potential violation of the protocols.

And now, a player just got a positive result too!

Okay. Maybe, Joe did not go near enough to the fans but I think the commissioner is not sending the right message by just letting it go.

So, what will he do now when other players commit the same thing?

It could have been much better if he sustained his message that is connected to the referee's false-positive by providing something that is above a simple reminder.

This now reminds me of the case of Japeth Aguilar going to La Union during strict quarantine season and the PBA did not do anything.

Wait. Devance and Aguilar are on the same team.
